If you have proof that it was your neighbour then give it to the council as I expect it will cost them a great deal to sort out and they will quite probably want to prosecute for criminal damage. You poor thing - even if you had annoyed your neighbour hugely or something (and I don't know whether you have or not) this is still a very vicious thing to do. You may also be able to charge the neighbour for any costs incurred by your having to clean up the mess. I hope you manage to get it sorted out.
